These villains are dictators, or people even referred to as tyrants or despots, who singly become the supreme ruler of a particular region or country.
A dictator can come in many forms ranging from the "Tyrant" - who openly abuses their power and can often cross with in their contempt for human life or well-being and are often so corrupt their own people seek their destruction - to the "Benevolent Dictator" who appears to be a lawful ruler at first glance but is actually in charge of what is known as a False Utopia.
